[Feature Request] Start ipengine without a connection file

The config file `ipcontroller-client.json` appears to be required to start ipengine, Once more the values in the config file appear to *override* the values provided via command line flags like `--ip` and `--location`, so there doesn't seem to be any situation where the command-line flags actually matter.

I'd like to be able to start ipengine without a config file, and pass all the values I need as command line flags.

Start by tracing the ipengine startup path and how it loads ipcontroller-client.json, then inspect how command-line values such as --ip and --location are applied. Done means ipengine can start without that connection file when the required values are supplied through command-line flags, without the file overriding them.
