Error running "python -m ipykernel install --user"

macOS 10.13.5
In terminal
When I run `sudo -H python2 -m ipykernel install --user
`
I got this error:

ImportError: No module named traitlets.config.application`
Which points to that I did not have traitlets.
But when I try to import it, it was imported.
I'm using Hydrogen in Atom, and it requires this command to be done.
How to solve it?
