Acquire io.ipfs namespace on Maven Central

IMHO we should acquire NS for `io.ipfs` on Maven Central. But this I have no powers to do.

And ideally I can be added as publisher to it.

Start with the Maven Central namespace registration guide linked in the issue and determine the required ownership and publisher-access steps for io.ipfs. Done means the namespace is acquired on Maven Central and the requester has been added as a publisher.
