Feature Request: Lunch Android or iOS without a new server instance

Problem:
Currently whenever we "Run iOS" or "Run Android" a new dev server is started in a different port.
Possible Solution:
It would be preferably to have these skip starting a new dev if "Run Web" is already started and running.

Start from the Run Web, Run iOS, and Run Android command entry points in the extension and trace how each starts a development server and selects its port. Done means Run iOS or Run Android reuses the already-running web development server instead of starting another instance, while preserving current behavior when Run Web is not running.
