bug: The ion-no-padding class is not overriding the ion-list padding

### Ionic Framework Version

v8.x

### Current Behavior

The ion-no-padding class is not overriding the ion-list padding


### Expected Behavior

When setting the class ion-no-padding it should not have padding.
