bug: radio on android TV not working as expected

### Ionic Framework Version

v8.x

### Current Behavior

Using DPAD in android studio:
When i press down, radio value changes.

### Expected Behavior

Using DPAD in android studio:
When i press down, radio value should not change, instead it should be outlined (selected)
Only when OK is pressed in DPAD then radio value should change to outlined's.

### Additional Information

Android TV Api level 34

Start with the linked reproduction project and reproduce the behavior using Android TV API 34 and DPAD up/down controls. Then trace the Ionic radio component's focus and value-change behavior; done means navigation outlines a different option without changing the value until the DPAD OK button is pressed.
