bug: window, datetime picker scrolling jumps one extra unit

The bug is obvious on the ionic framework official website

Just open any time picker from the mobile preview, and try to scroll up and down, the time picker will add or reduce one unit each time the scrollbar stops
This issue appears on ionic v6

Please if you can fix so we can continue our projects implementations with ionic v6
