feat: determinate spinner/progress

**Describe the Feature Request**
It would be nice to have a determinate state for the ion-spinner as described in the material documentation

**Describe Preferred Solution**
A `value` attribute on `` with a `type` attribute to set `determinate` or `indeterminate` (default). The same as the `ion-progress-bar`

**Additional Context**
There's contexts where a `ion-progress-bar` isn't possible and a circular indicator must be used. Since the `ion-progress-bar` have a determinate and indeterminate state it would make sense if `ion-spinner` had it as well
