feat: Allow the ability to turn off FAB animation

Allow the ability to turn off the animation between the FAB and Close button.

**Describe the Feature Request**

Currently the CSS that controls the animation is within the Shadow DOM and can't be changed.

**Describe Preferred Solution**

Either a boolean attribute on the HTML or exposing the CSS.
