multi tenant app documentation seems insufficient for creating a functioning app

I've tried to follow the steps here:
https://ionicframework.com/docs/cli/configuration#multi-app-projects

But at their best, they might be series of scattered steps to follow, and at worst, they're not enough information to actually create something functional.

I created a [repo](https://github.com/josh-m-sharpe/creating_multi_project_ionic_app) with what I think the above documentation is attempting to suggest. I'm hoping to illuminate what instructions are missing and how they might be clarified - but I'm honestly unsure what the correct process is to create a functioning app.

There seems to more than a few "issues" with the steps to create a multi-project app - I think we'd all prefer not to open a bunch of items. I'm happy to collaborate over on that repo, using it as a base to get something working, or we can discuss here.

I'll try to keep that repo up-to-date with any new ideas.

Start with the multi-app projects documentation at the linked Ionic CLI configuration page and compare its steps with the example repository for creating a multi-project app. Identify the missing or unclear instructions needed to produce a functioning app, then update the documentation so the complete process and expected result are clear.
