content: Add tailwind-ionic-utils plugin to community resources

Hi Ionic team 👋

I've created an open-source utility library called [tailwindcss-utils](https://github.com/medbenmakhlouf/tailwindcss-utils/tree/main/ionic) that brings full support for Ionic CSS variables to Tailwind CSS v4 using the new @utility directive.

🔧 Key Features:

Converts Ionic CSS variables (like --background, --padding-top) into Tailwind-style utility classes

Supports utilities like ion-bg-*, ion-text-*, ion-pt-*, and more

Designed for scalability and design system integration

Improves DX by eliminating inline styles and encouraging consistent theming
