The --ssl parameter does not work

I ran the command in the development environment
`ionic capacitor run android --livereload --external --ssl`
but the preview on the phone is still using the http protocol

Reproduce `ionic capacitor run android --livereload --external --ssl` in a development environment and inspect the CLI path that handles the `--ssl` option for Android runs. Confirm the preview opened on the phone uses HTTPS rather than HTTP, then verify the relevant behavior with an appropriate CLI test if one exists.
