bug: `ionic info` reports Windows 10 on Windows 11 Pro

Start at the `ionic info` command entry point and reproduce the reported OS output on Windows 11 Pro. Trace the OS-version detection used by that command; done means the output reports `OS : Windows 11`, with a regression test if the project exposes a relevant test location.
