bug: `--no-deps` option does not work

### Current Behavior

on running the command `ionic start "product-hunt-clone" blank --type=react --no-deps`, the ionic cli still runs the `npm i` command, even though the `--no-deps` options is enabled.

### Expected Behavior

`npm i` command should not run, and dependencies should not be installed for a project

### Steps to Reproduce

run the command `ionic start "product-hunt-clone" blank --type=react --no-deps` to create a blank starter project

Comece executando `ionic start "product-hunt-clone" blank --type=react --no-deps` e rastreie o fluxo de início da Ionic CLI em que as dependências do projeto são instaladas. Considera-se concluído quando o comando termina sem executar `npm i` nem instalar dependências quando `--no-deps` é fornecido.
