Cannot run ionic serve through WSL

**Description:**

This might be similar issue than #3991 but the symptoms seem slightly different so figured might be best to create a separate issue.

**Steps to Reproduce:**

- Install project through WSL in Windows;
- Run ionic serve one time to turn on server;
- Hit CTRL+C to terminate the server;
- Run ionic serve again;

**Output:**

There are two types of symptoms:

1. Will get a segmention fault (core dumped) error;
2. Whole OS will crash.

Seems segmentation fault happens immediately after turning on the server for the second time.
Whole OS crash happens if trying a third or fourth time.

**Other Information:**

Using latest WSL on latest Windows.

Start with the `ionic serve` command and compare its repeated startup and shutdown behavior with issue #3991. Reproduce the second and subsequent runs under WSL using the reported environment; done means repeated serving no longer causes a segmentation fault or OS crash.
