CLI reports "Cordova Platforms : none" although platforms are installed

I noticed more and more posts in the forum that do include `ionic info` output to report "Cordova Platforms : none":

So while `ionic info` is reporting that no platforms are installed, in reality there are platforms already added to the project which can be seen from the `ionic cordova platform list` output.

Start by running `ionic info` and `ionic cordova platform list` in a project with platforms already added, then trace the CLI entry points that produce each output. Compare how each command detects installed platforms and make `ionic info` report the same platforms; verify the result against the reported Windows SDK scenario.
