Ionic start new-project don't work when no network

when i use “Ionic start new-project”
this cli will download

These resources can save in my computer cache ? when i start new project,it use cache resources, no cache it will download

if i have no network ionic start new-project don`t work
I wish it also use cache resources when no network

Start with the `ionic start new-project` flow and the app-base and starter-template downloads shown in the report. Determine how those resources could be cached and selected when the network is unavailable; done means a new project can be created offline from cached resources while downloads still work when needed.
