Ionic serve cash imports-loader files

**Description:**

when change js scripts inside assets folder the app reloaded but the changes not take affect, they applied when rerun `ionic serve` again . it seems it cash the assets files .

i am importing file with this line

import "imports-loader?jQuery=jquery!../../assets/scripts/jquery.selectareas.js"

Start by reproducing the issue with `ionic serve` and the `imports-loader` import shown in the report, then change a JavaScript file under `assets` and observe the reload. Done means changes to imported asset scripts take effect without rerunning `ionic serve`; the report does not name a source file or test.
