[Feature Request] Security: Mechanic/Setting for restricting access for the git features

As mentioned in the title, we are in need of some mechanic that can restrict access for specific entries of the git context menu or the context menu entirely.

Background is, that we want to restrict some menu entries for the developers and disable the menu for externals with read-only rights on the whole instance.

The issue does not identify files, tests, or entry points. Start by locating the git context-menu implementation and the existing permission model, then define how specific entries or the whole menu are restricted for developers and read-only external users.
