Allow import all from Git Web UI

Add an option to Import All in a location other than the source control menu. Maybe a control on the settings page or web UI. This will help give you a starting point when you set up a new namespace with a cloned git repository.

Review the Git Web UI's source control menu and settings-page entry points to determine where an Import All control could fit. Trace how the existing Import All action is exposed, then define the new starting point for a cloned repository and verify that it triggers the same import behavior.
