Show Source Control Menu if without valid production

We want to be able to access the Git Web UI even when there is not a valid production selected. The source control menu in this situation does not work. We want the "Git Web UI" option to still be available in this case (if this is possible)

(This came from a customer meeting where they did not have a valid production, and the favorites bar was not properly updated to show a path to the Git UI, so only was to access it was to directly type in the url)
