IPM-enabled workflow should work with monorepo / subfolder under a git repo

Use case here is a monorepo approach with:
```
.git
.modules/dependency-name/module.xml
module.xml
```

If I'm editing a resource that's part of dependency-name over isfs, it should export to the correct prefix/directory because there's a git repo in an ancestor directory.

The issue names no files or tests. Start by reproducing the IPM-enabled workflow with the shown monorepo layout and an edited dependency resource; trace how the ancestor git repository affects export location. Done means the resource exports to the correct prefix and directory when edited through isfs.
