Configure creates git directory not owned by IRIS user

Initializing an empty git repository with Configure() should end up with the repository owned by the operating user of the IRIS instance.
A customer reported that instead the directory was owned by the user who was running the terminal instance.
This was on GSC v 2.6.0 and HealthShare version:

Start by tracing the Configure() entry point and how it initializes an empty Git repository. Reproduce the ownership behavior on the stated UNIX environment, then verify that the created repository directory is owned by the operating user of the IRIS instance rather than the terminal user.
