Fix code scanning alert - Cyclic import

Tracking issue for:

Start with the code-scanning alert linked in issue #16 and trace the cyclic import it reports in the repository. The work is done when the import cycle is removed and the alert no longer reports the issue; no specific files or tests are named in the payload.
