enhancement: extract version numbers from the title as well

This isn’t straight-forward because the version number in the title might not have a distinct prefix, i.e. it might not start with “i3 v…”, see https://github.com/i3/i3/issues/1607 for an example.

Start by locating the title-version parsing entry point in the Go bot and review the existing handling for titles with an “i3 v…” prefix. Use issue #1607 as the example for titles without a distinct prefix, then verify that both title formats are extracted correctly.
