Use hv_scrub hypercall on hyperv when restoring snapshots

This would be useful for resetting vcpu state, but is not currently yet supported on mshv. It exists on windows already though

Start by tracing the Hyper-V snapshot restore path and locating the existing Windows support for the hv_scrub hypercall. Check the current mshv support status and determine how vCPU state reset should be verified; done means Hyper-V uses hv_scrub during snapshot restoration without claiming unsupported mshv behavior.
