Separate developer docs from user facing docs

`/docs/` folder contains a mix of developer docs and actual user facing docs. We should separate these so `/docs/` is purely for users of hyperlight (not developers)

Start by inventorying the contents of the /docs/ folder and identifying which pages target Hyperlight users versus developers. Check the repository’s existing documentation structure and conventions before proposing the separation. Done means /docs/ contains only user-facing documentation and developer documentation has a clear, separate location.
