Allow changing guest log level after sandbox creation

guest log level is set once and can never be modified. It would be useful if it could be changed later, or perhaps set on a per-guest-call basis. This limitation also affects sandboxes created directly from snapshots, as they are stuck with whatever log level is specified at the time of snapshot, and cannot be changed
