this number '0155208386' isn't a valid phone number in Egypt because is 10 characters, not 11 characters, but the 'isValidFullNumber' returns true, and this wrong

Reproduce the reported case, 0155208386, and add or update coverage if the project has an existing validation test location; done means this 10-digit Egyptian number is rejected while valid 11-digit numbers continue to pass.
