Using emojis for flags

Would it be possible to use emojis instead of images for the flags? The emojis would scale better and conform to the whatever emoji style the user has

The issue does not name files, tests, or an entry point. Start by locating how country flags are rendered in the Android country picker, then determine where the current image flags are selected and displayed. Done means flags use emojis that scale with the UI and follow the user's emoji style.
