The "vision" page speaks in the future tense

The "vision" page speaks in the future tense. I suppose that's because it was written when the HF was in an ideation stage. Should we change the language to present tense?

* "The HF will address the following needs"
* 'The HF will identify and integrate or implement missing “technical glue”'
* "The HF will try to nurture respectful, inclusive communication"

Start with the repository's vision page and locate the three quoted statements about what the Haskell Foundation will do. Update their wording from future tense to present tense, then review the page to confirm the language is consistent and the intended meaning is preserved.
