If there are no networks in project, packer just moves on

If there are no networks in project, packer just moves on next step, creates volume, image, and try to connect to server without interfaces.
#### Reproduction Steps
Remove all network from openstack
Remove network id, cidr, any info about network in buildfile

Il punto di ingresso rilevante è il flusso del builder OpenStack che raggiunge StepConnect; inizia tracciando come viene gestita una configurazione di rete vuota prima dell’avvio del server. Riproduci la build senza rete usando la configurazione e i log forniti, quindi aggiungi un test di regressione mirato che dimostri che questo caso viene gestito esplicitamente invece di procedere fino a un timeout SSH.
