Wrap knesset proxies with reblaze detection and throw a dedicated informative exception

Following the discussion [here](https://github.com/hasadna/knesset-data-python/issues/4#issuecomment-287606846)
All outgoing knesset api proxies should be wrapped (probably in base class or something) with the [reblaze detection func](https://github.com/hasadna/knesset-data-python/blob/master/knesset_data/utils/reblaze.py#L1) raise custom ReblazeBlockedException where the error message displayed to user is a link to a doc on github explaining this

Start with knesset_data/utils/reblaze.py and trace the base class or entry points used by outgoing Knesset API proxies. Determine how all proxies can use the detection function and where exceptions are defined. Done means blocked responses raise a dedicated ReblazeBlockedException whose message links to the explanatory GitHub documentation.
