Fix Selenium tests

## Description

Either Selenium or Chrome has updated, and the Selenium tests (under `tests/selenium` are all failing)

Selenium is there to test that the API and front end are interacting correctly. We test the front end both locally and on remote URL.

## Environment

Provide details regarding the operating system, toolchain, and environment.

* Python 3.11, 3.12 or later

* Google Chrome 127.0.6533.88

## How to Reproduce

python -m unittest discover tests/selenium_tests/
```

```

## Expected Behavior

Tests pass

Start by running `python -m unittest discover tests/selenium_tests/` and compare the documented `tests/selenium` location with the actual test path. Investigate why the driver setup attempts to execute `THIRD_PARTY_NOTICES.chromedriver` under the downloaded ChromeDriver directory. Done means the Selenium tests pass against the stated Python and Chrome environment.
