Is there any reason why the version installed by conda or pip is very old?

I installed python-can using conda and then pip.
In both cases I had some problems, because some features, which are in the documentation, are not available.
After searching for a solution I found out, that the installed version is:
_2.3.2_
So I had to download the repository in my project packages in order to get the last version.
Why is the installable version in conda and pip so old?
