Override default send() timeout.

Hello. Problem is related to library python-udsoncan which can work on python-can bus.

The problem which I'm facing is `Transmit Buffer Full`. Is there an option to globally define send() timeout?

Start with python-can's send() entry point and the linked python-udsoncan issue, then investigate how the reported Transmit Buffer Full case reaches the bus. Done means establishing whether a global send timeout can be supported and confirming the behavior for the reported integration.
