Move Django guide to guide directory

### Overview
We need to move the Guides files for BOP into the new Guides structure so that Ethan can start to make the changes to conversion automation.

### Action Items
- [x] Add this to the agenda for the guides team to ask them to make the necessary folder(s)
- [x] Follow up with response after 2024-02-04
- [x] Once the new guide structure is created, please move these files:
