Create a Guide/Template: Partner Outreach Email

### Overview
We need to create a guide to communicating with partners via email so that we can create new organizational partnerships.

#### Details
This will include how to get approval for partner outreach plans.

Start with the linked wiki pages for gathering examples, drafting a guide, peer review, and leadership review. Review the Google Drive folder and the listed partner-outreach examples, then copy the relevant phase instructions into the Tasks section. Done means a reviewed guide or template explaining partner email communication and approval of outreach plans is ready for leadership review.
