Create a Guide/Template: Prioritizing features for your project

### Overview
We need to create a guide for prioritizing features in your project so that teams know what feature is worth pursuing next.

The phases in the guide-making process are listed below. Each phase displayed in blue is linked to a wiki page with instructions on how to complete that phase. Open the wiki page in a new tab, copy the instructions for each part into the section labelled 'Tasks' at the bottom of this issue, and complete each task listed.

Start by reviewing roadmap issue #59 and related issue #51, then follow the linked wiki instructions for gathering examples, drafting the guide, peer review, and leadership review. Update issue #128 with the item name and copy the current phase's instructions into the Tasks section. Done means the feature-prioritization guide has completed the listed review and leadership steps.
