Description
### Overview
We need a new person joining the DevOps CoP to be able to get themselves set up and
understand how the community works, without having to ask someone. Today they cannot:
the onboarding checklist that exists is written for a different team, the wiki
contradicts itself about when we meet, and the steps we are supposed to perform for
them are not written down anywhere.
