Module manifests should use https

The wizard for new application and new module create modules manifests using http URLs.
The protocol should be https, and the FQDN might be www.gwtproject.org.

Start by locating the wizard code or templates that generate new application and module manifests. Check the generated module DTD reference shown in the issue, then update the manifest URL to use HTTPS and confirm the intended fully qualified domain name. Done means both wizard paths no longer emit the HTTP URL.
