Description

Eclipse Hot code replace does not work anymore in Classic Dev Mode.
Even if Classic Dev Mode is deprecated, it should still work as before.
It's quite useful if you want to debug, modify (hot code replace), without reloading the page.
This regression reduces the productivity significantly.
Environment: GWT plugin 3.0.0.201703272136, Eclipse Neon3, Java8u131-x64
