OkHttpTransportTest earlyServerClose_serverFailure_withClientCancelOnListenerClosed is flaky

latest -> SNAPSHOT

### What did you expect to see?
All tests should pass. Instead I see this failure more than once and it seems to be a flaky test:

java.lang.AssertionError: Timed out waiting for server stream

Start with OkHttpTransportTest and the earlyServerClose_serverFailure_withClientCancelOnListenerClosed test, then run the grpc-okhttp:test task to reproduce the timeout. Trace the test's server-stream setup and cancellation timing. Done means the test reliably passes without timing out and the grpc-okhttp test suite remains green.
