Allow to create shortcuts from the destination by selecting the target of the shortcut

Currently for creating shortcuts, users have to go to the element they want to create a shortcut on, then choose "create shortcut" and then choose where the shortcut item will be created.

It would be nice to be able to do it the other way around. Starting at the place you want to create the shortcut, open the new item modal, select shortcut, then have a way to select the item you want to shortcut.
