ADK creating unicode escape error

#### Steps to reproduce

1. adk create test-agent
2. add requirements.txt file with
google-adk
google-cloud-aiplatform[adk,agent_engines]
3. Run adk deploy agent_engine \
--project="roa-agent" \
--region="us-central1" \
--staging_bucket="gs://roa-agent" \
--display_name="Test Agent" \
test-agent
4. google cloud logs say there's a unicode escape error - which must be being created by the ADK
