Remove post processing related to docs

The [post processing file for docs](https://github.com/googleapis/google-cloud-python/blob/main/.librarian/generator-input/client-post-processing/doc-formatting.yaml) should be removed. Most of these fixes were to correct formatting issues where the root cause is in upstream protos. Rather than fix the problem with post processing, the formatting issues should be fixed upstream.
