Description
[Dynamic pooling](https://github.com/googleapis/python-bigtable/pull/799) PR has a better design for how to handle channel refresh and pooling. That PR is currently blocked on some upstream changes, but we can at least pull in the RefreshableChannel and PooledChannel classes
