Description
The `consolidate_config.sh` script does not run on nested commits so occasionally there are owl-bot PRs that fail the `generation diff / consolidate-config` test because the pom files are not cleaned up. The release manager needs to go in manually to remove the extra `` and `` sections which is toilsome.
