[flaky test] gapic-libraries-bom fails at install Maven modules to local repository

I believe I ran into this a couple of times recently (in last month or so).

从链接的 GitHub Actions 运行开始，检查 gapic-libraries-bom job，其中 Maven 模块会被安装到本地仓库。复现这个不稳定的失败，并比较成功运行和失败运行；当 install 步骤能够可靠完成且不再出现报告中的失败时，即视为完成。
