[java-bigtable] OpenTelemetry tracing

It would be very beneficial if the Bigtable client was instrumented to collect traces using [OpenTelemetry](https://opentelemetry.io/).

The issue googleapis/google-cloud-java#13065 is about deprecating [OpenCensus](https://opencensus.io/), and that a separate issue will track implementing tracing using OpenTelemetry. However, no such issue was filed. The OpenCensus website recommends users to migrate by July 31st 2023, a date which has obviously long past. The website also [mentions](https://opentelemetry.io/blog/2023/sunsetting-opencensus/) tooling for making the migration simpler.
